1 What are the requirements for registration as a professional engineer (PE)?

A There are 3 basic requirements for registration, namely: having acceptable qualification, acquired adequate practical experience, and passed prescribed examinations.  

An applicant should hold a degree or qualification that is approved or have proper and recognised academic qualifications in engineering which satisfies the Board.

An applicant should have at least 4 years’ practical experience in relevant professional engineering work  at an appropriate  level of responsibility. 

An applicant should have sat and passed the Fundamentals of Engineering Examination and Practice of Professional Engineering Examination conducted by the Board.

2 What are the procedures for application?

A If you meet the requirements for registration as a PE with the Board, you have to submit an application form accompanied by a 2000-word report together with original and photocopies of your educational certificates, academic transcripts, employment pass/passport and a cheque of $300.00 to the Board.  Details of the application procedure can be found at our web site.

 

3 How much is the registration fee?

A When submitting your application for registration, you will have to pay a sum of $300.00 which is made up as follows:-
Registration fee - $150.00
Fee for the certificate of registration - $150.00

The annual fee for a practising certificate is $150.00

 

4 Where can I get a list of degrees recognised by the Board?

A The list of engineering degrees accredited by the Board for the purpose of registration as a professional engineer with the Board can be found at our web site on Professional Engineers (Approved Qualifications) Notification.

 

5 If my degree is not in the list, can I apply for registration?

A If your degree is not in the list of approved qualifications, the Board will consider your application if your qualification is of a standard that is equivalent to the B.Eng degrees from National University of Singapore or Nanyang Technological University, Singapore, or if you possess post-graduate qualification in the relevant discipline from recognised universities.  Your application will be considered by the Board on a case-by-case basis under section 15(1) (b) of the Professional Engineers Act, and you may be required to pass an examination to be prescribed by the Board.

 

6 Can I submit my application through the post?

A Applications could not be made via the post or fax because you are required to present your original documents, such as educational certificates, academic transcripts and employment pass/passport, etc for the verification by the Board.

 

7 Do I have to register with the Board before I commence employment after my bachelor degree?

A No, you do not need to register with the Board before you seek employment after graduation.

 

8 I do not possess a recognised degree but am a Chartered Engineer and a member of other Institutions, such as IEE, ICE, etc.  Can I apply for registration with the Board?

A The basic requirement for registration with the Board is a degree or qualification which is recognised by the Board.  Memberships of other Institutions, including those that carry the title of Chartered Engineer are not acceptable as equivalent qualification for registration as a PE with the Board.

 

9 What are the advantages of becoming a PE?

A A PE who is registered with the Board is permitted to engage in and supply professional engineering services in Singapore, including making submission of plans to the various government authorities.  An engineer, who is not registered with the Board, will have to work under the direction and supervision of a PE who is registered with the Board when carrying out professional engineering works.

 

10 I have misplaced my Practising Certificate or Certificate of Registration.  How do I get another copy?

A A PE who has misplaced his Practising Certificate or Certificate of Registration and wishes to obtain another copy of the certificate is required to submit a statutory declaration and a fee of $50.00 for a duplicate certificate to be issued by the Board. The requirements are as stated in Rule 24 of the Professional Engineers Rules.

 

11 How do I inform you of the change in my home address or address of practice?

A Your request for change of address can be made in writing through the post, fax or email and it should come from you personally.  Request for change of address through the phone is not acceptable.

 

12 I wish to register a private limited company with the Board.  What are the requirements?

A The requirements for licensing are as follows:-
  1. Memorandum and articles of association provides that a primary object of the corporation is to supply professional engineering services.
  2. At least $500,000 of its authorised capital is bona fide paid up.
  3. The articles of association of the corporation provide that a majority of the directors of the corporation shall be registered professional engineers or allied professionals (as defined in the Professional Engineers Act)
  4. Professional engineering work in each discipline of engineering in Singapore will be under the control and management of a director of the corporation who is a registered professional engineer in the relevant discipline, who has a valid practising certificate.
  5. The corporation is insured against professional liability.

13 What are the duties of a supervising director for a licensed corporation?

A A supervising director is a registered professional engineer and director of the corporation who has to exercise control and management of the business of the licensed corporation relating to the supply of professional engineering services in Singapore.  He shall be subject to the same standards of professional conduct and competence in respect of the business as if the professional engineering services were personally supplied by him.

 

14 How do I file a complaint against a PE?

A You can write to the Board, and it should be accompanied by sufficient evidence to support the complaint.  However if the issue is a contractual matter, it should be resolved directly between the parties involved or at the mediation centre.

 

15 Where can I get a list of professional engineers?

A You can either go to the Directory of Professional Engineers in our website.  Alternatively, you can purchase a copy of the List of Practitioners (which is a gazette in the Supplement to the Government Gazette) from MyEPB bookstore at 3 Temasek Boulevard, #B1-025 Suntec City Mall, Singapore 038983.

 

16 I have been sent overseas by my company and will be there for 2 to 3 years.  Do I need to apply for a PC? Will my name be retained in the register?

A A PE whose name is in the Register of Professional Engineers and who does not intend to practise in Singapore for 2 to 3 years need not apply for the annual practising certificate.  His name will still be retained in the Register of Professional Engineers.  However, in accordance to section 17 B(1) of the Professional Engineers Act, the name of a professional engineer may be removed from the Register of Professional Engineers if he has no address in Singapore at which he can be found.  If a professional engineer has not renewed his practising certificate for a continuous period of not less than 10 years, his name may also be removed from the Register of Professional Engineers.

 

17 Do I need to register a partnership (consisting wholly of PEs) with your Board?

A A partnership consisting wholly of registered professional engineers need not be licensed by the Board.

 

18 For licensed limited corporations, is there a limit to the indemnity in the professional liability insurance policy which a licensed corporation has to take up?

A The PE Act does not specify the amount to be insured.  However the professional indemnity insurance policy must comply with section 24 of the Professional Engineers Act.

 

19 My company is licensed with the Board.  Currently we have 3 directors, all of whom are professional engineers in civil engineering.  Can the license be extended to include electrical and mechanical engineering services, if the company has in its employment professional engineers in electrical and mechanical engineering?

A A corporation will be licensed by the Board to provide professional engineering services in those disciplines based on the branches of engineering in which the directors, who are professional engineers, are registered in.
